Mobile Net Neutrality

The European standards for internet neutrality also concern to mobile internet. The provisions at several levels approximate the question of neutrality. The measurement equipment of the mobile network neutrality also applies these approaches. The providers may restrict the use of the internet only in special circumstances. If there are any retrenchment, users must be notified in the „Terms and Condition” or in any form. Access to the internet means free access to protocols most frequently used by subscribers. At the lowest level, the portability of TCP and UDP protocols should be ensured, and the functionality of all these services based on these protocols is to be able to communicate freely through both ports.

There are two options for checking:

  • Port scan
  • Application measurements

Port scan

Measurements were made between the larger mobile operators in Hungary and the related service packages. The tested range of the ports from 1 to 65535. This range can be divided into 3 parts. The first one is called „Well-known” port, from 0 to 1023. The second is the „Registered port” starts from 1024 and end with 49151. Last array is the „Dynamic ports” these ports are randomly selected by applications. The result of port scanning can be either direction, open in one direction or closed in both directions.

Application measurements

Thera are plenty of apps and web sites available on the internet. The cellular neutrality measurement system can measure the following features:

  • Website
  • Gmail (email sending and receiving)
  • Facebook
  • YouTube
  • Skype   VoIP
  • Internet radio
  • FTP

The application measurement are graded on a scale from 1 to 3, where 1 means: App does not work, 2 Works in part and 3: Works well. In both cases, the measured result appear in tabular form after the last parameter has been set. For port scanning, the results can be also saved in .csv format
